The objective of this GiZ funded assignment was to draft the Energy Efficiency policy, develop the M&E framework and implementation strategy for the EEP policy for Afghanistan. The services provided by ITPI included establishment of a committee to oversee and facilitate the policy development process; readiness assessment of communities and institutions through survey across various sectors in four provinces of Afghanistan; diagnostic study through secondary research and through one-to-one expert interviews/ consultations to establish baseline, identify challenges and issues, find out the impacts of efforts & initiatives; and assessment of the EE policies of six countries to learn from the good and contemporary practices. ITPI drafted the EE policy as the final outcome of this assignment.
